ELECTIONS

All sorts of things are going on at the Texas capitol but at the moment, I'm going to focus on the local election coming up in May. For those of us in Precinct 58 that means there will be only one item on our ballot: The $480M Road Bond.

But should residents be celebrating?

In case you were out of town, busy with family activities, or work kept you from coming out and voting on Election Day (this past May 3, 2025), here's a recap of what happened:

Back in February (2025) our County Commissioners unanimously voted to put a $480M Road Bond on our May ballot.

​

Keep in mind that May Elections are HISTORICALLY KNOWN for LOW voter turnout. Sounds like a great idea, right? Sure. Why not?​

​

It is exactly for that reason why, in my opinion, that they should have waited until the November elections.

 

If they couldn't wait, you would think that the money spent on promoting the bond would go to:

  1. Educating the residents of Montgomery County and making sure that ALL homes in Montgomery received a mailer with this bond information.

  2. Texts and Voicemails sent out to EVERY registered voter in Montgomery County and not just a select few.

  3. A survey requesting resident input highlighting the projects.

  4. completed list, with estimated costs, of proposed projects, the road, and costs per project.

Fast Forward April 22-26 and 28-29th, Early voting. Dismal numbers were already showing that people either didn't know about the bond, were out of town, busy with family and work, or just didn't care about voting in the Road Bond.  Election Central, already knowing that May elections were known for low voter turnout took measures to make sure that we weren't over-staffed but did have the proper amounts of voting machines to handle the expected number of voters.  Election Day came and went and, not shockingly, we just didn't see many voters in The Woodlands. The Woodlands who just recently in November for the Presidential election showed record numbers of voters coming out to exercise their right to vote for the next President of The United States. Nope. The predicted 700+ voters that we were prepared for on election day turned out to be: 130. 

 

So, after the vote I ask myself: what could we have done better to get the word out and get more people to come and vote? â€‹Let's start with some images of stats, below:​​

​​​​​​​​​​​​​​​​​​​​​DE stands for my precinct location. Why didn’t Election Central use the numbers like they normally do? Because this time there were FOUR precincts who used our location as their home base. Yes, four.

Why were there four? Because May elections are KNOWN for low voter turnout so why have three other locations with man power the whole day when you know people won’t even show up? Seems like a cost saving idea.

It was predicted that we would see at LEAST 700+ voters that day. Nope. According to the image I provided, there were only 130 with 6 absentee votes for a total of 266 votes in all.​​

This is not something to be proud of.

The image above was provided by Election Central through www.elections.mctx.org and shows the Election Reconciliation Report. What should shock you is how many REGISTERED VOTERS there are in Montgomery County: 452,309 in comparison to the amount of TOTAL VOTERS (A+B): 10,996

 

This number of total voters does NOT represent Montgomery County, TX.

Most of the people that came in that day DIDN’T even know there was an election going on and were told by a neighbor or saw the signs by the side of the polling location. The ones that did know were contacted by text/voicemail reminding them to get out and vote and recommending them to vote YES! To Proposition A.

​

What could I have done better as a precinct chair? This question will haunt me every time I see road construction in our community for the next FIVE YEARS.​

Even though my area was almost evenly divided​, the amount demonstrates that there were many supporters of Commissioner Ritch Wheeler who focused more on the "no increase in tax rate," then what all of the projects would do to our community, even with the newsletter I provide clearly showing what was in store for The Woodlands.

 

​I could have block walked and knocked on doors. I could have gotten on my little bike like I did for other elections with a sign on the back reminding people to go and vote. I could have sent out mailers or at least printed out flyers with the construction I KNEW was coming to our area but that all takes money and I did not fundraise in advance for this like Montgomery in Motion PAC did in support of the Road Bond. All lessons for the future.

​

These results are hard to swallow but I have seen my mistakes and promise to do better next time. We only fail when we don't learn from our mistakes, right?

​

I’m sorry y’all didn’t know what’s coming with this Road Bond. Apparently the texts and voicemails Montgomery in Motion PAC only reached a certain group of people. I wasn’t concerned as much with the tax rate because to me that wasn’t the main issue (although taxes always are). Another huge issue worth fighting for, to me, was our community.

​

How do we fight congestion? For a community that has grown in size, there will now be three road widenings and a whole bunch of shoulder replacements. Most of our shoulders are just fine and meet the TxDot standards but just recently TxDOT decided that the new standards should be a 10-12’ shoulder which can EASILY be restriped if the County Commissioners think they need to convert it into two lanes - one on each side - to ease congestion, thereby making it a 6 lane road instead of four right behind some of our resident’s back yards. Also listed in our Bond projects is a bridge replacement, and a whole mess of left turn extensions and right turn lanes.

​

We don’t control our roads but we do have a voice and we had a vote.

You just didn’t know this was happening.

You were out of town.

You had family events or work going on and those things ARE important!

It’s the end of the school year for most! Who has time?

​

These are all facts. May is a MISERABLE time to go and vote for something so impactful and they KNEW that. Every elected official knows that fact.

​

SOLUTION?

We need to get these May elections OFF the ballot. They are at a horrible time of the year and most voters are expecting November elections for the big ticket items….like a Road Bond or a School Bond or really, ANYTHING that might affect our taxes and way of life.

​

If you don’t like these May elections, I encourage you to go and speak to your County Commissioner. Their court sessions are open to the public. If you can’t go, email them. Call. Leave a message.

They won’t know unless you speak up. They won’t know unless we vote … but we have to at least KNOW what’s happening.​​​

Road Bond Issue

$480M Proposed Road Bond for Montgomery

County, TX voters

It’s concerning that there are numerous questions surrounding the Road Bond, yet clarity remains elusive. Some Commissioners shared details about the roads and projects, but crucial cost information is missing ON THEIR WEBSITE (as of 4.22.25) for voters interested in digging deeper. Transparency is vital, especially when seeking voter approval for a significant financial commitment.

 

As early voting approaches, I'll continue to seek answers and keep the community informed. For more details, you can check the available here:

As previously stated, Precinct 58 only has one issue that will be on our ballot: 

FOR or AGAINST - Proposition A.

On the first day of early voting, I received a text from Montgomery County in Motion PAC. When I went to the website for more information, I scrolled down to see who sent the text and saw the following:

I reviewed their website and was concerned that there wasn't a way to zoom into the map. So unless you knew to go and search for the Montgomery County TX Road Bond 2025 as keywords, you wouldn't be able to see the numbers for the projects. You can scroll through and see Project, Project Type, Precinct, and Description but unless you happen to know the roads, there is very little probability that a voter would take the time to research each item. Even as a Precinct 3 resident (which we are) you cannot see with clarity the projects on the map. You CAN see the map by going to mctxgop.org (use this link) and CAN zoom in but I do not recommend doing it on your phone. Everytime I try I get an error message saying there is a problem with their cms1files. In my view, I wouldn't trust any information (Montgomery in Motion) coming by text where there is an obvious lack of transparency. I am disappointed that Rob Eissler would put his name on that text.

NEW INFORMATION (as of 5/1) re: WORDING IN TEXT GRAPHICS

Well, it seems that they noticed that their graphics were previously saying no increase in taxes and the new graphic has been corrected to say "All Without Raising the Tax Rate". Unfortunately, their actual text now says "We can do all this without increasing taxes!"

NEW INFORMATION (as of 4/29)

I had a voter reach out to me on Instagram today asking about this Montgomery in Motion PAC. He couldn't find information on who the donors were to this PAC or even a mission statement regarding why the PAC was formed, or to what purpose, online. When you go online and do a search, the only thing that comes up is the "Vote YES! to Proposition A. Enjoy better roads, faster travel, and safer connections — all with no tax increase." That's a pretty bold statement to make when mctx.org has specifically made sure to emphasize No Tax RATE increase. Seems fishy.

​

Well if you dive into the Paid for Political Advertisement and who the Treasurer is, you would find the name of Robert Eissler. Who is he? He's our past House District 15 Representative. Steve Toth now holds that office, and thank God! Eissler did not step down, he was beaten by Steve Toth. That should tell you something. When an incumbent is beat, it's normally because his constituents were not pleased with him. So dig a little deeper and see what he has done since then.

​

When you do a search on Robert Eissler, depending on the search engine you use, the first thing that pops up is the Westwood Magnolia Parkway Improvement District, The Schlueter Group, and Texas Scorecard. Texas Scorecard did a piece on him laying out his career in Austin as a lobbyist "representing the interests of multiple government entities in Austin, at the taxpayers’ expense". What first caught my eye was the Westwood Magnolia Parkway Improvement District board. This District in Magnolia "has grown to nearly 3000 acres of mostly commercial land that encompasses the region between Conroe, Magnolia and The Woodlands, serving infrastructure needs in the area, in partnership with Precinct 2." Hmmmm. So, all of the sudden it seems clear why he is lobbying for this Road Bond, why he's fine with having his name on those automated texts to the voters in Montgomery County, and who would benefit from increased mobility....not the residents but any developer/business that has commercial property in those areas of Magnolia.

NEW INFORMATION AS OF 4/30 re: FINANCIAL REPORTS OF MONTGOMERY IN MOTION

I had a friend on Instagram reach out to me asking about this PAC. They were having a hard time finding finance reports showing who their donors were and wanted to know if I had anything. Normally when you follow the money, you can discover whose interests a PAC like this best serves. HERE is the finance report that was sent to this inquisitive voter this past week.

 

This was the discovery: One of the biggest donors was Jeff Cannon. To see who Jeff Cannon is, click HERE. He is the Senior VP of LJA Engineering. Our County Commissioners unanimously approved this contract with LJA Engineering on Dec. 17 to begin preliminary work on the 2025 road bond which included:

  • Project assessment and organization

  • Public engagement on bond needs

  • Coordinating funding strategies with stakeholders

  • Supporting the sale of a bond initiative

The above preliminary information was reported on by Jessica Shorten, journalist for Community Impact, on Dec. 17, 2024. You can read that issue HERE.​

Even though this was not DIRECTLY a contribution made by LJA Engineering, it doesn't surprise me that the Senior VP of LJA Engineering donated to Montgomery In Motion PAC on March 17th from his own pocket to the tune of $20,000. His address listed on the financial report looked odd so when I googled it, the image showed a large building which just happens to be LJA Engineering.

The other high donors ($10,000 each) were:

  • Paul Kwan - President of RPLS, LandTech Surveying

  • Santiago Castaneda - CEO & President of Omega Engineers, Houston, TX

  • Randy Sparks - Brooks & Sparks Inc., Engineering from out in Katy, TX

  • Belen Valdovinos - Quiddity

 

Conclusion: LJA Engineering is doing exactly what they are getting paid to do, "SUPPORT THE SALE of the bond initiative. ​

NEW INFORMATION AS OF 4/30 re: The Road Widening of Kuykendahl 

I had sent an email to roadbond25@mctx.org on 4/29 at 8:13am to ask the following "I had a question regarding the road widening of Kuykendahl. Why was this not placed under Road Projects. Why was it placed into a separate portion of the proposed projects? Is this something that will be divided with Commissioner Riley's Precinct 2? and if so, will Precinct 2 be carrying most of the cost?"

​

They responded the following day on 4/30 at 12:45pm, "For the Kuykendahl Road project, it is a Pct 2 project, but because it is so close to Pct 3 it was decided to also show it on that map as well.  The costs will not be shared between the precincts."

So even though that money will not come out of our Commissioner's $120M allotment, it's still a road widening that I would rather NOT see happen. I truly appreciate their honesty in showing how all of these projects will affect our area.

PLEASE CONSIDER THIS INFORMATION WHEN YOU GO TO VOTE.

 

I took the time to cut and paste our precinct and projects, above, in case you're reading this on your phone. Again, if you want to see the map with clarity, use your laptop and zoom in on the maps.

Unfortunately with road bonds you cannot vote yes for improvements, without voting for yes in other areas of montgomery county where "road improvements" might not be necessary just yet.

​

What this text did say and propose, is to say YES! to Proposition A - by voting yes, you are agreeing to the spending of $480 million for safer roads, less congestion, and quicker response times for EMS services. 

​

Precinct 58 resides in The Woodlands where one of the issues that we have been battling is the widening of roads. Why do we battle this? Simple. We DO NOT WANT The Woodlands to be used as A CUT THROUGH COMMUNITY! Most of us do not have issues moving around The Woodlands. The gripe comes from people trying to cut through The Woodlands to access I-45 more easily. 

COMMITTEE FINDINGS, MY OPINION, AND VOTE:

As your Precinct Chair, I participated in a Candidate Committee responsible for researching all items on our Montgomery County ballot for the upcoming May election. This encompassed the Road Bond Proposition A, School Board candidates, MUD candidates, and various city propositions within Montgomery County. Our committee consisted of approximately 14 members, and after presenting our findings, we collectively agreed to vote AGAINST the bond at this time for the following reasons:

​

  1. Verbal claims of no increase in tax rate. County tax revenues have historically increased based on MCAD valuation increases which does translate into higher taxes.

  2. It is unclear if Road Bonds may impact taxpayers due to higher appraisals.

  3. Projects that are for studies do not state the costs to the public.

  4. Projects that have estimated costs should have studies easily available for buyers (voters) to view and research....very poor transparency.

  5. Access to studies may be nearing fruition; however, it is probably too late to access for this election.

  6. The Precinct 3 $42.2M Townsen Blvd project is 8.8% of the entire Road Bond project that consists of 77 projects. Where access is insufficient for growth, it was the committees belief that the commercial developer group should pay for their customer access to the properties they sell. ***Townsen Blvd has been removed IF the bond passes*** as of the April 16th town hall that was held in Benders Landing. HERE is the link. 

  7. The Precinct 3 $27M in unspecified shoulder rehab/replacement of major roads in The Woodlands seems unwarranted. Patching should take much less in costs. The committee recommends revisiting these projects in 5+ years.

  8. There is growing but still insufficient information for decision-making on this single, all or nothing, bond proposition.

​

The CanCom Committee recommends resubmitting Proposition A in November after technical and financial studies are available to voters.

​

In my view, I do not want The Woodlands to become a thoroughfare community. I aim to protect our way of life and believe that if we don’t facilitate shortcut routes, people will inevitably discover alternative paths. This isn’t the first time I’ve voiced my concerns about road widenings or turn lanes. Last year, I attended the Township Board of Directors meeting to oppose the widening of Grogans Mill, and I still stand by that stance. Here is the LINK to that video. Our community thrives as a pedestrian-friendly area where many residents walk, run, and bike to various local events. Expanding lanes and widening roads by eliminating medians (green spaces) would increase traffic and, in my opinion, make it easier for criminals to enter and exit our neighborhoods swiftly. I agree with the committee and would ask that our Commissioner come back in November after more technical and financial studies are available to our voters and not just Precinct Chairs who take the time to hound our elected officials for this information. I appreciate and am grateful that our Commissioner, Ritch Wheeler, took the time to go and speak to Benders Landing in regards to Townsen Blvd and hope that he will continue to have more of these town halls in different locations of The Woodlands with better advertisement for increased attendance.

If you still cannot see the big picture, I have added some arrows to the mctx.org map, provided from their website, to show how all of these projects in ORANGE hit our main arteries, thereby creating and facilitating a cut-through, thoroughfare community. This brings me great sadness.
